Keeping the Cook Islands safe from the spread of COVID-19

CookSafe is the free national Contact Tracing system for the Cook Islands in response to the COVID-19 pandemic. Led by the Cook Islands Chamber of Commerce, CookSafe provided Te Marae Ora Cook Islands Ministry of Health with the tools and information necessary to swiftly and securely contact trace.

The system provided multiple levels of protection via the use of two contact tracing tools. The foundation of the system required users to tag in using CookSafe QR Cards when out and about. The card-based tool allowed for everyone to participate regardless of age, access to the internet or having a smart device. The location held the tag in station that would be connected to the internet. Users would register for a CookSafe QR card at any participating registration center including the Chamber office. Registration was free, regardless of how many times a new card was required. The tag in data and registration information was securely stored and utilised by Te Marae Ora, for contact tracing use.

Providing an addition layer of protection for smart device users, was the CookSafe+ app. Available for free download for both Apple and Android operating systems, the app uses smart phone Bluetooth technology based on the Apple/Google Exposure Notification System. The app was designed for use in the Cook Islands but is compatible with the New Zealand COVID Tracer app.

As of 1st April 2022, CookSafe was put into hibernation having successfully supported Te Marae Ora’s health response in the initial stages of COVID-19 infections. “With the growing number of COVID-19 cases in our country, it is timely that the method of contact tracing be reviewed”, said Chamber CEO, Rebecca Tavioni. According to the Prime Minister at the time of the announcement, focus will now shift to managing the spread of infection and protecting the vulnerable. “Now it is time to put that tool back in the toolbox in the event that we may need it in the future”, he said.
